Concerning security measures in the office buildings business, the basic policy on security systems was organized with the creation of the “Security Planning Manual” in March 2004. The coverage included ways to enter and exit office buildings, ways each zone can be broken into, security of a typical office floor, ITV surveillance cameras, IC cards and card readers. The manual was revised in March 2007, mainly concerning the rules for assigning IC card keys to tenants, criteria for creating original cards that are created independently by tenants and the standard specifications of the card reader and overall system. These revisions further clarified the rules of the manual.
In the for-sale condominium business, Mitsui Fudosan Residential Co., Ltd. introduced the PRISM EYE security system centering on the Tokyo metropolitan area. PRISM EYE, which was developed by Mitsui Fudosan in 2004, is a security system that separates the security of condominiums into the three elements of Planning, System and Operation to provide living protection from a comprehensive perspective across everything from the design stage to management and operation after the move, including the establishment of an environment that will make it difficult for suspicious individuals to break in and emergency responses in the event that an incident should occur.
As for retail properties, security was tightened at LaLaport TOKYO-BAY by installing both an electric lock equipped with a card reader and ITVs at the entrances and exits to storage rooms and other major back-of-house areas.
In the detached housing business, construction of the “Fine Court Musashino Sakura Tsutsumi Blossom Residence” (Musashino City, Tokyo), which has security cameras that monitor the streets fitted in all houses as standard equipment, was completed in March 2008. In addition to a front door camera, security cameras featuring sensor lights that can record footage of passersby and visitors were fitted in all houses as standard equipment. The recorded images can be checked within the houses and also sent to mobile phones for a fee. Moreover, the property boasts outstanding security equipment, such as electric shutters and security glass (both on the first floors) as well as front door lights featuring motion sensors, installed in all houses.
In the rental housing business, construction of properties adopting “double security” (automatic locking system at the entrance and elevator), which was incorporated into the fiscal 2006 version of the design standards, are being completed one after another starting from the latter half of fiscal 2007. In addition, as for Shibaura Island, the Shibaura Island Disaster and Crime Prevention and Global Environment Conservation Liaison Committee was established. The Committee launched activities in earnest starting in fiscal 2008.

The Concept of PRISM EYE

The “prism” in PRISM EYE represents a triangular glass prism. It depicts the image of the trinity of Planning, System and Operation. The “eye” in PRISM EYE represents eyes watching over everyday living.

  1. Planning: Checking from the design stage based on own Crime Prevention Design Standards
    Mitsui Fudosan's own Crime Prevention Design Standards, which comprise over sixty items, were developed based on such guidelines as the Bohan ni Hairyoshita Kyodo Jyutaku ni Kakawaru Sekkei Shishin (design manual for condominiums in consideration of crime prevention) that was compiled by the Ministry of Land, Infrastructure, Transport and Tourism, and under the supervision of crime prevention experts. Moreover, upon planning, a Crime Prevention Diagnosis is conducted by a security company and items pointed out are reflected in the design. Products certified under the CP (Crime Prevention) certification system are installed for the front door and other parts of condominiums as standard equipment.
  2. System: Checking the living environment with a full range of security equipment
    The Bell Boy residential information infrastructure, which includes an intercom system featuring a recording function that enables the checking of visitors from various angles, and front door security sensors are installed as standard equipment. Furthermore, extra security cameras are installed in common-use areas. In this manner, condominiums are fitted with a full range of security equipment.
  3. Operation: Supporting daily living with prompt care
    Alarms in an emergency are not only monitored by the security company, but are also sent out to the management company Mitsui Fudosan Housing Service Co., Ltd. as a double-checking system.

Remote Security System

At the condominiums supplied by Mitsui Fudosan Residential the introduction of a Remote Security System is being advanced. The Remote Security System notifies customers of information on unusual incidents that occur in their rooms as well as visitors while they are out via mobile phone and other forms of e-mail.
For example, when customers have forgotten to set their indoor security equipment, customers need only lodge their request with Mitsui's customer center via phone to have the security equipment set on their behalf. In addition, concerning visitors while customers are out, a “notification of visitor” is sent along with an image. Other notifications aside from these, such as “notification of return of family member” and “notification of holding of package,” are also available. When the activation of a gas alarm system or other unusual indoor incidents are notified, a follow-up e-mail describing how the incident was subsequently dealt with is also sent.

Disaster Prevention Measures

In the office buildings business, all supervisors from across Japan gather once a year to hold a Fire Prevention Supervisors Meeting. Supervisors educate one another by introducing case examples of fire and such, and also feed various measures back to their site.
Mitsui Fudosan Residential developed the Condominium Earthquake Disaster Prevention System by utilizing the Earthquake Early Warnings issued by the Japan Meteorological Agency. “Park Homes Fuchu Central Place” (construction began in September 2006 and was completed in January 2008; Fuchu City, Tokyo) is the first property to adopt this System. With that, this System has been adopted as standard equipment at newly-built condominiums in Tokyo completed in January 2008 and thereafter.
In the rental housing business, we take part in local disaster prevention activities and established the Shibaura Island Disaster and Crime Prevention and Local Environment Conservation Liaison Committee as part of the Shibuya Ward Ebisu 4-Chome Project (tentative name). At Park Axis Aoyama 1-Chome Tower (Minato Ward, Tokyo), emergency drills that also involve the participation of tenants are conducted.
In the hotel business, earthquake drills are conducted by all companies simultaneously and fire drills are conducted at each hotel, both twice a year. In addition, firefighting workshops, MCA radio use practices and other training programs are conducted.
We believe “disaster prevention” and “security and safety" are particularly critical at retail properties where an unspecified number of customers gather. In addition to holding a national safety event in October 2007, we held BOSAI 2008 in Toyosu, a hands-on exhibition aimed at “making disaster prevention a daily routine,” for three days at the end of August 2008.
