Mitsui Fudosan Co., Ltd., FURUKAWA CO., LTD., NINBEN CO., LTD., NIHON BUSSAN Corporation, Hosoi Chemical Industry Co., Ltd. and others today announced the start of construction of the Muromachi East District Development Project Block #2-3 (tentative name), a mixed-used facility comprising offices, retail properties, a cinema complex, and rental housing.
The building is scheduled for completion in January 2014, and the opening of the retail properties is planned for March 2014.
This property represents the second phase of the Muromachi East District Development Project, following the Muromachi Higashi Mitsui Building (retail property name: COREDO Muromachi), which opened in October 2010. This planned project is part of the Nihonbashi Revitalization Plan, a collaborative public, private and community initiative based on the concept of “Proceeding to Create While Retaining and Reviving.” Development has so far proceeded along Chuo Dori Street, a main thoroughfare running through the district, with the completion of Nihonbashi 1-Chome Building (COREDO Nihonbashi), Nihonbashi Mitsui Tower and Muromachi Higashi Mitsui Building. The latest property will finally expand the project from a series of properties developed along a street to one that covers a more extensive area of the district.

Major Features of the Muromachi East District Development Project Block #2-3 (tentative name)

  • This mixed-use facility will have 22 aboveground and 4 underground floors covering gross floor space of around 63,000 m2. It will comprise offices, retail properties, a cinema complex and rental housing.
  • The facility will have direct access to the Tokyo Metro Mitsukoshi-mae Subway Station through an underpass that will be constructed. It will also be connected with COREDO Muromachi via an access bridge on the second floor level.
  • The facility will provide the district block’s only taxi stand. This will ensure convenience and safety for facility users and visitors to the area.
  • In regard to exterior design, the lower levels of the building will be created to harmonize with the atmospheric Mitsui Main Building and other historical buildings. The cinema complex levels will feature a loggia evocative of Western architecture as a design motif.
    The higher building levels will feature a facade made of mainly glass and metal, to make the building less imposing out of consideration of its surroundings.
  • The building will have elevators with a high seismic performance, in addition to a vibration control structure. Backup power generators will provide up to 72 hours of power to support the business continuity planning of tenant companies.
  • Retail properties will have a merchandising structure that entices visitors to spend time in the district, as they have been in short supply in the Nihonbashi area. The building will attract retail tenants such as the area’s first cinema complex, along with retail shops and restaurants.
  • Around 50 rental housing units will be developed on 4 floors from the 18th to the 21st floor. The goal is to create a vibrant Nihonbashi area by increasing the resident population.

About the Muromachi East District Development Project

  • This integrated development project, covering 5 blocks, is a large-scale mixed-use redevelopment project with gross floor space of more than 180,000 m2. The project combines features such as offices, retail properties, rental housing, a multi-purpose hall and a cinema complex.
  • Measures will be implemented to improve the streetscape surrounding the district and create energy to develop an enjoyable town to stroll around.
    • The lower facades of the buildings along Chuo Dori Street will be aligned with a skyline that is approx. 31 meters high.
    • Naka Dori Street and Ukiyo Alley will have their electric cables and power lines buried underground and be covered with a stone pavement.
    • Edo Sakura Dori Street will see an extension of the cherry tree planting begun near the Bank of Japan, and its sidewalks widened.
    • A lush green area called Fukutoku Forest will be developed by renovating Fukutoku Shrine and creating an approach to the shrine.
  • A taxi stand and bicycle/motorcycle parking lot will be developed, while parking entrances and exits will be kept close together, away from the traffic line of pedestrians, to enhance convenience for visitors to facilities, as well as safety for pedestrians.
  • An underpass for pedestrians will be built beneath Edo Sakura Dori Street. The underpass will be integrated with work to expand the underground area beneath Chuo Dori Street, as part of plans to develop a 3,000 m2 underground plaza at Mitsukoshi-mae Subway Station. This plaza will assist people unable to return home in the event of a natural disaster, provide natural disaster-related information, and supply disaster-readiness supplies, among other functions. (Furthermore, backup power generators from buildings will supply power to the plaza for 72 hours.)

About the Muromachi East District Development Project Block #2-3 (tentative name)

  • In regard to exterior design, the lower levels of the building will have a skyline approximately 31 meters high, the same as the lower facades of the buildings along Chuo Dori Street. This is intended to harmonize the building with the facade of the historical buildings along Edo Sakura Dori Street, such as Mitsui Main Building and Nihonbashi Mitsukoshi. The cinema complex levels will feature a loggia evocative of Western architecture as a design motif. The higher building levels will feature a facade made of mainly glass and metal, to make the building less imposing out of consideration of its surroundings.
  • Elevators with an S09 certification, the highest ranking in terms of elevator seismic performance, were chosen for the building, in addition to incorporating a vibration control structure. Moreover, the facility will powerfully support the BCP activities of companies, such as by providing a 15VA/m2 power supply to tenant-occupied areas. Measures will also be taken to ensure the functionality of shared spaces. Examples include locating the electrical room on an aboveground floor and installing backup power generators capable of providing 72 hours of power.
  • Retail stores will be set up along Naka Dori Street to create a vibrant atmosphere and townscape along the approach to Fukutoku Shrine.
  • As an environmental measure, rooftop greenery will be installed on the lower-level roofs of the building. Heat source equipment (Tokyo Metropolitan Government-certified District Heating and Cooling (DHC) system) and power substation equipment will be centralized within the district block to achieve highly efficient operation. Highly energy-efficient equipment will also be installed, such as LED lights in office spaces.

About the Retail Properties and the Cinema Complex

  • COREDO Muromachi, which opened in 2010, features a collection of restaurants and retail shops that bring new possibilities to Nihonbashi while preserving its vibrant history. In contrast, District Block #2-3 features a merchandising structure that entices visitors to spend time in the district, which was in short supply in the Nihonbashi area. For example, the facility will attract the Nihonbashi area’s first cinema complex (TOHO CINEMAS Nihonbashi (tentative name)), along with retail stores, restaurants and other merchants to make the area’s streets more lively and create a vibrant town. District #1-5 plans to adopt a merchandising structure comprising mainly retail stores targeting customer groups like office workers.
  • Plans call for the cinema complex, which will be the first such facility in the Nihonbashi area, to provide 9 screens with a seating capacity of approximately 1,800 to meet the needs of audience members covering a wide age range visiting Nihonbashi.

About the Rental Housing

  • Rental housing will be offered for the first time in the Muromachi East District Development Project, with the aim of creating a vibrant Nihonbashi area by increasing the resident population.
  • Plans call for developing around 50 rental housing units on the four highest stories of the building, from the 18th to the 21st floors. A wide range of floor plans will be available to accommodate family structures comprising many different age groups, ranging from single-bedroom to 3-bedroom plans.

Current Status of COREDO Muromachi Since Opening, and Update on Progress With the Nihonbashi Revitalization Program

On October 28, 2011, COREDO Muromachi marked its first anniversary. Despite the Great East Japan Earthquake and other external impacts, the facility enjoyed a vibrant atmosphere, attracting office workers from neighboring areas and shoppers on weekdays, and families and tourists on weekends. Consequently, COREDO Muromachi saw the number of visitors significantly exceed its annual target of 5 million people. COREDO Muromachi has largely achieved its sales target as well.
Nihonbashi Mitsui Hall has maintained its initially projected utilization rate. The venue has hosted entertainment events, such as concerts, fashion shows, and Rakugo storytelling performances, which were enjoyed by office workers, groups of women, couples, seniors and others. Other events included international conferences, corporate seminars, product release conferences, and exhibitions.

Furthermore, Nihonbashi celebrated the centennial anniversary of the rebuilding of the Nihonbashi bridge in 1911, when the former bridge was replaced by the current double-arch stone bridge. The current structure is the 20th incarnation of the Nihonbashi bridge. Various events were held to reenact the lively atmosphere of the historical Nihonbashi area, such as the “Nihonbashi Bridge 100th Anniversary Festival (October 30).” These events were organized by local community organizations such as Meikyo Nihonbashi Hozonkai (The Famed Nihonbashi Bridge Preservation Society)

Going forward, Mitsui Fudosan will continue aiming to revitalize the Nihonbashi area by promoting the Muromachi East District Development Project, community activities and other initiatives.
